If your hair is in good condition and you want to have multi tonal color absolutely YES.
Ask yourself what your goal is in terms of your hair color. Ask your stylist if highlights would look good with your coloring and hair texture as well.
If your hair is healthy and you and your stylist agree that highlights are right for you, the answer is YES, you can do highlights right after a root touch up and Gloss.

Hi so long as the colour was not dark brown or black then yes.
Also your hair has to be in good condition and strong as the only way to make it lighter will be to use bleach.
