I would love hair extensions, i have dark blonde to light brown hair. who to ask?

i have been looking for someone to contact about getting my hair down to the middle or lower part of my back. i Was told that i would need about 3 rows of 4 extensions in the back and around 3 to four extensions on the sides to get the full look i want. How much around would that be?
