I have tried IPL and it doesnt seem to work on the finer fuzzy hairs even though they are dark. Is electrolysis a better option and are there any deals?

IPL will work on hair hair that has a coloured pigment. If it hasn't then either you expectations of the time it will take have been too high, or the operator has had the incorrect settings. Electrolysis will not work on fine downey hair, that is there for protection, but it will work on a strong hair that has lost colour.
I would check back with the client that performed the treatment, and also it depends on where the hair is growing, hormonal balance and any medication that may effect the treatment. This should have all been covered with your consultation.

Electrolysis is the only permanent method of hair removal and works on any kind of hair, however fine hair is healthy and helps for a healthier skin. We would need you to come for a consultation before we could tell you if would be able to treat you.

we do not believe in electrolysis, it is an very old system, the best current way for hair removal is laser, no other way out!
